Depends on your expectations

Firstly, I feel the star rating system is too simplistic, and my "neutral" assessment should be ignored.
I have the 1989 edition. As an engineer, I'm used to reading dry technical literature, but this book puts me to sleep even though I started with the chapters I thought would be most interesting. I bought this book solely because it was referenced in several textbooks I like. It is important to note that the book chronicles the development of the I-C engine prior to 1900. Anyone interested in modern engines will find little to get excited about.
On the other hand, there are quite a few clear B&W photos of the men and machines. (But frankly, a lot of the line drawings are too small to encourage serious study.) Many reference sources are cited in the notes. If you fancy yourself a historian, have an interest in *old* engines, or like reading about patent litigation, this may be just the book for you!
Finally, I did enjoy reading the chapter on Rudolf Diesel and his engine. I guess it should come as no surprise that Cummins' writing is at its best on that topic.

A landmark

In my opinion this book should be read by all internal combustion engine nuts. If for no other reason then to find out who REALLY invented the 4 cycle concept and what let up to it, just a fun read.
